On power equipment, HD sends the product "out for repair". If the unit falls within warranty there's no charge. If not, there's usually a diagnostic fee to find out the problem, then the customer can either pay to get it fixed, or take the broken unit back. In many cases, it is in the best interest of the customer to take the unit to the authorized repair shop directly to save time.

the lawn mower was left out side during the winter ,do you think this ismajor repair or is this something i can fix at home.should i send it to a repair shop?
I think you have a bad carburetor take out the oil fill and see if you have way to much oil if you do the gas drained down and int the oil now there is so much fluid in there that it cannot leave the piston move. Cure drain and change oil. Install gas shut off and use when you shut it off.
I was away from home for a few months and the person taking care of my house and garden did a fairly crappy job in running the lawn mower regularly. Now when I try to get the lawn mower started, it either doesn't start at all or runs for a few seconds and then stops dead.
Seeing that it did start once or twice for a few moments I am assuming that the problem is not the spark plug? I put fresh petrol into it and there seems to be enough oil in it as well. Any idea what could be wrong with it and how I can fix it?
bad gas, clogged carb, clogged air filter, bad float, lots of possibilities. Sounds like it needs a tuneup.
I accidently ran over the sewer cap with the lawn mower and now it smells something awful outside. Is this something that anybody can repair (say by going to Home Depot or Lowe's) or is this a call to the plumber?
If you only broke the clean out cap you can replace it yourself. But if you ran over it and it broke the pipe below then you might consider calling out a plumber. Since you broke it with your can it's probably made out of ABS (black plastic) and all you have to do is go to a local hardware store and buy a 4" abs cleanout plug.
